Public bug reported:

I set the keyboard layout configuration to TR (Turkish).

However after each boot, the configuration is switched back to EN_US,
even though the screen keyboard indicator seems to be the
selected/desired default, that is TR. When the indicator is reset to TR
on the screen, it works normally.

OS: Ubuntu 14.04, 32-bit
