Title:
  ethtool -p fails to light NIC LED on HiSilicon D05 systems

Bug description:
  [Impact]
  ethtool -p doesn't work for HiSilicon D05 onboard 10G NICs. From ethtool(8):

  ---------%<-----------
  -p --identify
         Initiates adapter-specific action intended to enable an operator to
easily identify
         the adapter by sight. Typically this involves blinking one or more
LEDs on the spe‐
         cific network port.
  ---------%<-----------

  [Test Case]
  Run "ethtool -p <iface>" for one of the impacted NIC interfaces. Watch for
blinky light.

  [Regression Risk]
  Fix is local to a specific driver for onboard NICs, and a clean upstream
cherry-pick.
