This particular issue is that TPM updates are being offered even if the
TPM is owned. It's been fixed upstream already
(https://github.com/hughsie/fwupd/commit/736be7440fdee3f5339f3b1dc193f674a6191696
#diff-a60e5446a876ad45a9fd10a068b50816) and that version is available in
bionic-proposed. It hasn't migrated due to the non-x86 architectures
being disabled
(https://twitter.com/launchpadstatus/status/954609952601116672)

For now, here are your options:
1) Go into BIOS setup and clear TPM ownership. Then do the TPM update
2) Blacklist the TPM update in fwupd configuration file (in /etc/fwupd)
3) Install the package from -proposed.

Title:
  TPM 1.2 Update Owned

Status in fwupd package in Ubuntu:
  Fix Committed

Bug description:
  budgie-desktop 10.4
  ubuntu 17.10 86_64
  kernel 4.13.0-30

  My laptop is a Dell XPS 15 9550

  In software center I have 2 updates

  TPM 1.2 Update 5.81.0.0 -> 5.81.2.1
  XPS 15 9550 Precision 5510 System Update 0.1.2.19 -> 0.1.6.1

  When installing the updates it prompts me to reboot which I do.
  In the bios, it attempts to update firmware which then gives me the following
errors in separate prompts

  TPM is owned
  Firmware is not for this machine
