This particular issue is that TPM updates are being offered even if the TPM is owned. It's been fixed upstream already (https://github.com/hughsie/fwupd/commit/736be7440fdee3f5339f3b1dc193f674a6191696 #diff-a60e5446a876ad45a9fd10a068b50816) and that version is available in bionic-proposed. It hasn't migrated due to the non-x86 architectures being disabled (https://twitter.com/launchpadstatus/status/954609952601116672)
For now, here are your options: 1) Go into BIOS setup and clear TPM ownership.
