This information was given in http://permalink.gmane.org/gmane.linux.bluez.kernel/4302 There is a setting controlling this feature: RememberPowered=true in /etc/bluetooth/main.conf Questions: Is the dbus message is even sent? If it is sent, why gnome-bluetooth doesn't do anything for it? Does bluez's SetProperty actually find the last (if even saved) bluetooth status?
