Steps to reproduce:
run `sudo apt install linux-image-extra-4.10.0-30-generic`
run `sudo apt remove fonts-dejavu-core`
run `sudo apt remove linux-image-extra-4.10.0-30-generic`

linux-image-extra-4.10.0-30-generic is removed.

such file or directory
E: /usr/share/initramfs-tools/hooks/plymouth failed with return 1.

Errors were encountered while processing:

This is especially annoying because when you run `sudo apt install
fonts-dejavu-core`, apt attempts to remove linux-image-extra-4.10.0-30-generic,
then fails, then doesn't install fonts-dejavu-core. This also happens when you
try to install any other package.
