You have been subscribed to a public bug: This issue is being experienced on a Lenovo T430 laptop running 13.10 with the latest updates. It has been happening since roughly the time I upgraded to 13.10, but was not happening with 13.03 and the 3.11 kernel.
After resuming from suspend, many times NetworkManager will not list any connections, will not connect to wired networks, and will only show "Network Enabled" unchecked in the drop-down menu.
