this forum, I am a new person, so there may be some places that are not in 
place, Please forgive me.My goal is symbol,just want some experienced people 
like you to help me solve these problems in the forums. Although have some 
presumptuous,yet sincerely hope to solve this problem,so in the choice of 
"ubuntu-z-systems" / " ubuntu-power-systems",I didn't make too many judgments 
,and almost chose it.

Bug description:
  1、Discription
      Why use ppc64_cpu --frequency to read cpu's frequency greater than CPU's 
SPEC turbo frequency。

  2、BUG IN CPU
     2.1 # cat /proc/cpuinfo
           the operating pressure of CPU:
              cpu:POWER(raw),altivec
              clock:3325.000000MHz
              version:2.0(pvr 004d 0200)

     2.2、# ppc64_ cpu
            min:3.342 GHz
            max:3.346 GHz
            ave:3.344 GHz

     2.3、CPU specifications turbo frequency is 3325MHz

     SO:
        Why use ppc64_cpu --frequency to read cpu's frequency greater than 
CPU's SPEC turbo frequency??
