Have you try to change your input method to fcitx?
The default one is ibus.

Open a terminal (Ctrl + Alt + t) and run:

    # This will print available input methods, you should see fcitx here
    im-config -l
    im-config -n fcitx  # Switch to fcitx
    # Or you can just run im-config to do this interactively

Logout and login again, you should be able to see a keyboard icon on the
lower-left corner, right click on it and select "Configure current input
method", you will be able to add fcitx-mozc.

I'm using fcitx-anthy in English environment, and it works well for me
on Gnome Ubuntu.

Title:
  Japanese input method fcitx does not work (Only Japanese

Status in linux package in Ubuntu:
  Incomplete

Bug description:
  After installing Ubuntu-desktop Daily in Japanese, it is not able to use 
Japanese input method.
  I made sure that fcitx and fcitx-mozc is installed, but it doesn't works with 
Gnome shell. 
  disk-image used to install : artful-desktop-amd64.iso in July 14 2017

  [How To Reproduce]
  1. Boot from the daily disk image
  2. Choose Japanese in "Welcome" screen
  3. Complete installing, reboot, and eject a media 
  3. Start gedit or other softwares to input Japanese
  4. Try to input Japanese

  [Expected result]
  fcitx-mozc or ibus-mozc works to input Japanese

  [Actual result]
  It's unable to input Japanese since there's no Japanese input method working
