Well that didn't work. I backported
f558fca8d64e3795b0654a90d343af1dd1d8b33c to xenial and found it only
fixed "Failed to obtain handles for "Service Changed" characteristic"
but not the errors immediately after it: "Not enough free handles to
register service".

Sounds like that commit is not related to this bug. Also that commit
didn't get released till Bluez 5.44 so it was solving a problem that
existed in all Ubuntu releases (till artful got 5.45 last week).

If this bug however was fixed in 16.10 or 17.04 then the fix must have
been something different.

  On 15:10 after the bluetooth service has been stopped and restarted it
  is not possible to scan or connect to devices:
