  Switching off bluetooth do not disconnect bluetooth device gracefully

Bug description:
  Hi I have a belkin bluetooth ad2p dongle and i notice the following
  behaviour.

  When paired to my device and i switch off the bluetooth device. I can
  see that the ad2p dongle is still showing to be connected via its
  notification led and after re-pairing to this device is quite
  troublesome.

  If i do the same thing but disconnect first there is not that much problem to 
re-pair.
  I wonder if when switching off the bluetooth device its send the command to 
all the paired device to un-pair before switching off the bluetooth
