Title:
Backport Cavium LiquidIO driver into Yakkety for lio_23xx support

Status in linux package in Ubuntu:
  Incomplete

Bug description:
The Current Yakkety driver does not have support for the new
  generation of Cavium LiquidIO adapter.

This bug is for backporting the driver. A firmware file also needs to
be included in initramfs for the driver to initialize correctly.

  git clone git://git.kernel.org/pub/scm/linux/kernel/git/firmware
  /linux-firmware.git

  cd linux-firmware/liquidio

  Use the lio_23xx_nic.bin file
