Title:
  bad quality in webcam video

Status in linux package in Ubuntu:

Bug description:
  my webcam is working correctly on ubuntu 10.04.

  But with ubuntu 12.04 when I open cheese or skype video check or other
  webcam software the video starts with black screen and in about 25
  seconds colors are getting brighter, but the quality of the video is
  still poor. And the video is slow while moving.

  if I unplug my webcam and plug it again, the video starts with black
  screen and gradually becomes brighter (in 25-30 seconds).

  I hope that the all debug information from the cheese will be attached
  correctly.
