So I think I have an idea of what is happening.. Here's my sensors output:

I notice the performance drop at around 87C. (Still need to try to reproduce it again...) The CPU clock frequency is not modified at 87C. The characteristics of the performance drop is consistent with a lowered "Clock modulation", something I've seen in programs that controls the CPU on windows. Now this did not happen on a previous version of Linux. Previously when I hit about 95C (which apparently is quite common for these laptops after about 1-2 years of usage), the CPU frequency will be restricted to 800MHz, which would be the lowest frequency available. So I'm not exactly sure what the best fix for this would be, or where the "regression" happened. While 95C does not seem like a good idea, it is actually quite easy, at least for me, to hit 87C on these thinkpads, even after cleaning it out, replacing the thermal paste (multiple times with no difference in results), and so forth.
