    Bluetooth: btusb: Fix atheros firmware download error
    
    Move usb_autopm_get_interface() ahead of setup_on_usb() to prevent
    device from sending usb control message in usb suspend mode.
    
    The error message is as below:

Bug description:
  Summary: BT still shows off after resume by wireless hotkey

  Steps:
  1) Install ubuntu 16.04
  2) Press the wireless hotkey
  3) Check the WiFi/BT status
  4) Press the wireless hotkey again
  5) Check the WiFi/BT status

  Expected results: Can turn on/off the WiFi/BT by wireless hotkey

  Actual results:
  Can turn off the WiFi/BT by wireless hotkey, but the BT is still off after 
press the hotkey again.
  WiFi didn't has this issue.
  Can't turn on the BT in the system setting, need reboot the system.
