Latest upstream firmware is also tested but doesn't work either. The only working firmware is extracted from Windows driver. By comparing the md5sum, the only different file is ath10k/QCA6174/hw3.0/board.bin (upstream is cb37c6, and Windows is df5ba1), we need Qualcomm to upstream the file to fix this issue.
