You have been subscribed to a public bug:

Suspending and then resuming by using the keyboard button has worked very well 
on Ubuntu 14 LTS.
After upgrading to 16.04 LTS it has never worked.

The computer suspends, but no keyboard press can ever wake it again. As it 
could before.
Pressing the power on/off button on the computer does not work either. Holding 
it in long enough
will force a reboot.
