This issue appears to be an upstream bug, since you tested the latest
upstream kernel. Would it be possible for you to open an upstream bug
report[0]? That will allow the upstream Developers to examine the issue,
and may provide a quicker resolution to the bug.

Please follow the instructions on the wiki page[0]. The first step is to
email the appropriate mailing list. If no response is received, then a
bug may be opened on bugzilla.kernel.org.

Once this bug is reported upstream, please add the tag: 'kernel-bug-
reported-upstream'.

  resume from suspend issue

Bug description:
  Hi,
  I am unable to resume from suspend after a fresh install of Ubuntu16.04, and 
would like to be able to resume.  

  The laptop goes into suspend with no problems (screen goes off, HD and
  fans stop, power LED periodically flashes).  But when attempting to
  resume from suspend, the power light and fan both come on, but nothing
  else happens (HD LED does not flash, screen does not come on).  In
  order to get the machine up and running again, I have to hold power
  button down for 10s to power off, then hold it down a further 10
  seconds (power light flashes on for 1/2 second or so), then I can
  power it up with normal short press of power button.

  I've tried switching to several new mainline kernels in an attempt to 
diagnose the problem, but to no avail.  I've tried the following kernels:
      http://kernel.ubuntu.com/~kernel-ppa/mainline/v4.8-rc5/
      http://kernel.ubuntu.com/~kernel-ppa/mainline/v4.6-rc2-wily/

  
  I've tried 32 and 64 bit installs, both show the same issue.

  I have also tried suspend/resume) from recovery console, which shows
  same issue.

  If I change the kernel command line to include init=/bin/bash then I
  can successfully suspend and resume the machine.

  I've also tried unloading kernel modules before suspend in order to
  find out which one may be at fault, but have not been able to tie it
  down to any particular module.  I tried booting normally, then
  unloading all modules that were not present when booting with
  init=/bin/bash (so same set of modules loaded).  I then suspended the
  laptop, and it failed to resume.
