Lets take a step back. Why would you need log files to see that in
Settings > Notifications there is no option to add other programs. Is it
because ProtonMail is a web app? I am unable to get the logs anyway.

Bug description:
  I have a "Proton" email account, which works very nice through my
  Ubuntu phone. However, I am not receiving notifications when I get
  emails come through. So I can miss them. I am unable to add Proton
  email (or anything else) to the list of applications I receive
  notifications from in Settings > Notifications screen?
