Bug description:
In that config version, all of the CONFIG_CPU_FREQ_GOV_* drivers
except PERFORMANCE were switch from "y" to "m". Because of this, none
of the drivers other than PERFORMANCE are loaded and the CPU remains
at full speed all the time.
The results of this can be seen in the 4.6.1 and 4.6.2 mainline
kernels.
