Bug description:
  turbostat reports understated Avg_MHz and %Busy on Knights Laading due to 
fact that APERF/MPERF are incremented every 1024 clocks, while turbostat 
assumes that APERF/MPERF are incremented on each clock.
  Fix is to add multiplier for APERF/MPERF.

  Platform: KNL

  This is fixed in 4.3 kernel with:
  b2b34df tools/power turbostat: KNL workaround for %Busy and Avg_MHz
