I download this netboot image and try to install using the Shiner 
adapter(bnx2x). It gets the dhcp address from server and is working fine.
This netboot image is fixed the issue. Thanks

Bug description:
  Network install using Broadcom bnx2x based NICs is failing.  This
  appears to be a repeat of LP bug 1378491 as the dmesg log is reporting
  errors like the following:

  [   15.754914] bnx2x: [bnx2x_init_firmware:13406(enP3p128s0f0)]Can't load

  A scan of the initrd from /ubuntu-ports/dists/xenial/main/installer-
  ppc64el/20101020ubuntu419/images/netboot shows that the firmware files
  are downrev:
