Actually, for the 4.2.0-x kernels, the load is fine; it is with 4.2.x-wily kernels where I saw the high load. I tested the 4.2.4-wily kernel and hit the issue, but did not test the others as they were marked as "unstable."

When I revert back to the 4.2 kernel, the load goes back down. (Reason for using the 4.5 kernel is because the Intel i915 Graphics driver crashes/freezes).
