I can not trigger this always, but it seems to be related to suspending and resuming while on battery. I cannot see why they are limited to 800000. It looks like https://bugzilla.kernel.org/show_bug.cgi?id=61241, but /sys/devices/system/cpu/intel_pstate/max_perf_pct is at 100.
