I assume this to be an anomaly with my Panasonic Toughbook CF-53 as the "fail to resume from hibernation" happens with CenOS 7 (1503) using the default 3.10 kernel, as well as with Ubuntu 14.04.3 using the default 3.19 kernel.
I experience this same problem with an installation using legacy BIOS settings or UEFI settings I installed a Samsung 850Pro 256g SSD in this laptop but had never tried to hibernate it using the original 512g HDD. I'm suspicious of the hibernation compatibility of the Samsung SSD in this laptop and plan to reinstall the original HDD and try hibernation again.
