Did this issue start happening after an update/upgrade? Was there a prior kernel version where you were not having this particular problem?

Anyway, the bugis in slowdown - background tasks should never-ever affect the interactive programs running by user. Ideally they should be started in dedicated, heavily policed systemd slice.
