I've got the same problem with my Lenovo ThinkPad Edge E320 laptop. Wireless key (F9) does nothing unless WiFi card and Bluetooth is enabled under the Windows 7. When WiFi and Bluetooth are enabled then F9 changes state of WiFi card but doesn't affect Bluetooth card. The problem occurs on Ubuntu 14.04.2 with hardware enablement stack.
