The bug report you've smarked orginally addresses Ubuntu 13.04 64bit. It was only visible in the comments that this problem exists in LTS version. I've encountered this problem while installing Quantal kernel some time ago and it seems that this problem may persists with subsequent kernels due to the LTS Enablement Stack philosophy.
