It appears that Kea bulk lease query does support SQL lease-database as this section: https://kea.readthedocs.io/en/kea-3.0.0/arm/hooks.html#updating-existing-leases-in-sql-lease-backends describes what must be done to make leases stored in SQL work properly with bulk lease query.
