I successfully update Kea 2.6.1 with the following:

Hi Egor,
Kea 1.9.8 is no longer a supported version; it is also a development release.
Current supported stable Kea releases are 2.4.1 and 2.6.1.
Even if this is a bug, I'm afraid it will not be fixed in this version.
