Anybody's guess on the % would be just that - a guess. My ISP does not want me 
to even use IPv6, let alone offer any measurable way of controlling that 
behavior.

Anybody using Kea with Option 121?

Classless static route option

Mostly thinking of using it in a fibre ISP context, to give each customer 
router a /32 and having the gateway IP outside of the subnet.

Any idea what % of home broadband routers support this? Know of ISPs using this 
option?

Any advice to test and implement this with Kea?
