It's all other emails that set the To: field to the mesa-dev list. I can take an example mail that produces this problem if you want, but it is all emails without a Reply-To field. And if you actually want a mesa-dev email I can pick one at random and save it for you. I'm not really sure when the problem started though, but I noticed it last week.
