When sending a mail and the transport fails, the mail hangs in the "outbox",
never to be sent.
Reproducible: Always
Steps to Reproduce:
1. Write a mail
2. Disconnect from internet
3. Send mail
Actual Results:
One notification (transport failed)
Nothing more
Expected Results:
Try sending every five minutes
One notification per failed transport
(Apart from the potential danger of having an important mail stuck in the
outbox, nothing more)
