Unless you always use the same language for both emails, then the system can remember this and is able to pick the correct language. Or in the case where there are 3 email addresses, 2 English related and one French related, the system could choose for English. Maybe it is possible to have a (user-configurable?) hierarchy in languages? For example English is used in international projects, so it has an higher 'importance' than French when recipients are both English and French?
