For small contact sets this is quicker but it does not scale so well and for huge address books this is overhead. I would rationalize "We have a very quickly searchable index available in Nepomuk so let's use it for this and only fetch the contacts we really need" I have to admit, this is currently a pretty bad state (Especially on Windows where we don't have Nepomuk at all) and there should be a fallback especially as the code can mostly be reused from the emailaddresseeselectionwidget and Kaddressbook.
