True, I even gossip that developpers should never have yielded to the wish of ordinary users who love those tons of eye candies we see in HTML pages. However, they would prefer drop the product for anything else that accomplish their needs, like dropping Fedora 16 for some older distro with kmail 4.4 ! kmail is already embarked since long in rendering HTML inline, so kmail2 has to be efficient in what it has been doing rightly before. I'm no expert of Qt, it seems that Qt 4.8 relies heavily on QtWebkit 2.0 which is quite young and manages itself a network caching mechanism. KDE seems to have an older autonomous http caching API, and these two are perhaps in competitive play. This is just a guess, I don't argue it's the truth. Only expert KDE developpers can resolve this problem in my view, perhaps by better integrating recent changes in the Qt framework. For me, disabling the http cache in konqueror works perfectly : on one host with standard Fedora 16, on another host with Debian squeeze and a self compiled Qt 4.8 and a self compiled KDE 4.8.
