I just noticed that it is not possible to create new folders which are on the
same level as inbox with an imap installation. There is no context menu entry
for creating a new folder if you click on the account. In the menu the option
is greyed out. This works in Thunderbird and should also in Kmail.

Reproducible: Always

Steps to Reproduce:
Right click on the root(acount-name) of an IMAP-account in Kmail. There is no
entry in the context menu for creating a folder.

Actual Results:  
see above

Expected Results:  
allow to create a folder.

OS: Linux (x86_64) release 3.0.0-15-generic
Compiler: gcc
