I've switched to 11.4 and updated KDE to 4.7.3 and got exactly the same result. Also the migrator doesn't have a clue what state it's in. After a cancelled migrate from the dialogue window, I tried ‘kmail-migrator --interactive’ and got told "I've already done this, I'm not doing it again" - or words to that effect.
