I'm using chinese locale, and when doing the reply, the content will become
???? (Title is ok). After that, the sending and type has no problem.
Reproducible: Always
Steps to Reproduce:
1. Choose a mail with unicode character.
2. Reply to this mail.

Content displayed incorrectly
Expected Results:
Content displayed correctly
