The selection logic is a bit buggy, as you can't right click outside the
snippet tree to add a snippet group. The context menu is always based on the
selected item so Add Group... is only available when an existing snippet, not
another group, is selected.
If you right click outside the snippet tree, in the view, you get the context
menu for the selected snippet, titled with its name.
You should be able to right click on the empty part of the view and get the Add
Group... action.
