Here is the workaround that fixed it for me: Open System Settings, go to Personal Information. You will see a dialog called "Configure KDE Resources". In the dropdown list, select "Contacts", and Add... the "Akonadi Address Books" resource. (From what I've read, this "KDE Resources" dialog is reachable via some other path in the System Settings, depending on which version of KDE you are using.) It seems to me that the (or at least one) real bug here is that I, as a user, have to do this extremely non-obvious step manually.
