I don't think this is confined to any particular distro, it is in the Nepomuk, or Akonadi control routines. You change a category in Kaddressbook, and suddenly you have every tag listed in the box! This does not happen in Korganizer, because you create the tags like earlier versions, and they are stored in the config files. I have done the Nepomuk delete, and the Akonadi fix . The problem is still there, so I believe a control is missing.
