Having sw development experience myself, there is one aspect that shouldn't be forgotten, and that is the quality of the proposed solution. Care needs to be taken for this work to be made maintainable, extensible and portable. Unfortunately, one prevailing theme I noticed from all the development-oriented comments is that this feature is very hard to add due to KMail 1.x architecture. I'm afraid that if this work ends up providing HTML quote/compose support to KMail 1.x, it will not be easily applicable to 2.x. I suggest that an additional requirement be made to the bounty, something in the lines of: "The implemented feature should be based on an externally maintained editor component, and provide documented interfaces for inclusion into other software. The documentation should also include a context diagram illustrating outside interfaces and internal class/component relations. Finally, at least one example (a simple step-by-step guide without actual implementation) on how to add new capabilities to the solution should be included". I feel this will guarantee that the work done now will be usable for years to come and easily extensible, while I'm also aware that it might considerably raise the valuation and give more headaches to Tim, or whomever else that decides to take up the bounty. Even if this final valuation ends up being twice or 3x the amount of the initial one, believe me it would not be unrealistic and would be worth it.
