In the Kmail-mobile spreadsheet it is mentionned that there should be a
Configure Notifications functionality always available from the main window
whereas there is none atm.

Steps to Reproduce:
- Launch Kmail-mobile
Actual Results:
There is no Configure Notifications button or tab in Kmail-mobile main window
Expected Results:
whereas there should be one.
