When using RTL local, entering time becomes unusable

STEPS TO REPRODUCE
1. Switch time date format to RTL one (mine is Arabic Syria)
2. Try to create a new event with time
3. Time combo box becomes unusable and message will pop up saying wrong time
format
OBSERVED RESULT
Error message, failure to create an event with time
