STEPS TO REPRODUCE
1. Create two todos
2. Try to move one to be the child of the another with drag and drop
OBSERVED RESULT
It's not anymore possible.
EXPECTED RESULT
It was definitely possible before (see Bug 166529 for example where it's
requested to make it possible to move multiple at once not just one).
