Every program is the active window when started. Same from programs running
invisible in the background (like telegram, owncloud, kdeconnect ...)
BUG: kleopatra is not the active window when started via
system-tray 'Status & Notifications'
Works as expected: When shown via command line or krunner, kleopatra is the
active window.
