This is setting the underlying tty in raw mode as per here https://github.com/freebsd/freebsd-src/blob/7d6221ff14478ce70fab24c58e0326ff5c4baf52/lib/libc/gen/termios.c#L159-L160C1. So the key combos would not reach the vt IIUC.
