In KDE System Settings, Region & Language: trying to change the language from
english to french does not work and produces the error:
Could not find the system's available locales using the localectl tool. Please
file a bug report about this at https://bugs.kde.org
Note: I do not report this bug to bugs.kde as requested, but here firstly,
because it seems specific to FreeBSD.
