To verify:

- right-mouse click on the background of a KDE Plasma session; you should get a
menu with *Configure Desktop and Wallpaper* as one of the items (also other
things, like *Open with Dolphin* and *Leave*)
-if you run system settings (e.g. via krunner: alt-space, systemsettings,
enter), the *Quick Settings* page, which is the one systemsettings **starts**
with, has a button *Change Wallpaper..*

Do neither of those work for you? What if you start systemsettings from the
command-line (from a terminal in a KDE Plasma session)?
