fix ports not using USES= eigen syntax
Hello,
eigen must be used with USES= eigen:3 (ok, this is not documented in porter's
handbook).

- cad/PrusaSlicer
- graphics/opencv
- math/scilab
- math/libsemigroups
- math/py-python-fcl
- biology/gcta
